
I drive past the Department of Agriculture every morning on my way to work, and every morning I slow to a crawl so that I can absorb the safe and solid feel of that building as I go by. The north side of Agriculture stretches for two uninterrupted city blocks. The massive walls look as thick as any castle's. Inside, the place is a warren of offices and sub-offices, a cozy organizational hierarchy set in stone. I've often thought to myself that if an H-bomb went off right over the Mall, then the White House, the Capitol, the Memorials and the reflecting pools would all be blown to ash and steam, but in the midst of the wreckage and the settling dust, there would stand the Department of Agriculture, and the work inside its walls would go securely on.
I don't have that kind of security. The building that houses the Coordinating Administration for Productivity is smaller than our agency's name. The roof leaks. The walls are thin and haven't been painted since the Great Depression.
That I am here is my own fault. Twenty years ago, when I worked for the Bureau of Reclamation, I realized that the glory days of public dam building were over. I imagined that a big RIF wave was coming to the Bureau, and I was afraid that I'd be one of those drowned in the Reduction In Force. So I went looking for another agency.
When I found the Coordinating Administration for Productivity, I thought I had found the safest place in Washington to park my career. I'd ask CAP staffers what their agency did.
"We advise other agencies," they would say.
"We coordinate private and public concerns."
"We review productivity."
"We revise strategies."
"We provide oversight."
"But clearly, clearly, we could always do more."
In other words, nobody knew. From the top down, no one could tell me precisely what the administrative mission was. And I thought to myself, I want to be a part of this. No one will ever be able to suggest that we are no longer needed, that it's time for all of us to clear out our desks, that our job is done, because no one knows what our job is.
But I was wrong about the Bureau of Reclamation. It hasn't had a major project for two decades, doesn't have any planned, and yet endures, and will continue to endure, through fiscal year after fiscal year, time without end. It is too big to die.
The Coordinating Administration for Productivity, on the other hand, employs just thirty civil servants. We're always on the bubble. With a stroke of the pen, we could vanish from next year's budget. All it would take is for someone to notice us long enough to erase us. And so, as I soon learned, there was an administrative mission statement after all: Don't Get Noticed.
That's why we never complained to GSA about the condition of our building, why we turned the other cheek when FDA employees started parking in our lot and eventually took it over. That's also why no one ever confronted the secretaries about the cats named Dust. And above all, that is why I was so nervous on the morning that our Chief Administrator called an "urgent meeting."
I sat waiting outside of the Administrator's office with Susana de Vega, the Assistant Administrator, and Tom Willis, Susana's deputy. "I don't like this," Tom said. "I don't like this one damn bit."
Susana hissed at him and looked at the Administrator's secretary. But Roxie wasn't listening to us. She was talking, through an open window, to the cat on the fire escape. The cat was a gray tom with the tattered ears of a streetfighter. He backed up warily as Roxie put the food bowl down. "Relax, Dust," she said. "I'm not going to hurt you."
It was January, a few days before the Presidential inauguration, and the air coming in through the window was cold, but nobody asked Roxie to close it.
"When has Cooper ever called an urgent meeting?" Tom continued in a lower voice. "Hell, how many times has he called a meeting of any damn kind? He's up to something. He's got to throw his goddam Schedule-C weight around while he still has it to throw."
Throwing his weight around didn't sound like Bill Cooper, but I didn't bother to say so. After all, Cooper was a political appointee on his way out, so whether he threw his weight around or not, Tom's underlying point was correct: Cooper was a loose cannon. He had nothing to lose. Intentionally or not, he might blow us up.
Roxie waited to see if the cat would consent to having his chin scratched, but Dust held his ground until the window was closed. Even then, he approached the food warily, as if checking for booby traps.
Susana told Tom to relax. "Two weeks," she reminded him. "Three at the outside."
"And then god-only-knows what we'll be getting," Tom said, pulling at his chin. "I hate politics."
Roxie's intercom buzzed, and without turning away from the cat she told us, "You can go in now."
